Since its enactment in 1984, the Kansas Open Records Act (KORA) has contained a body of minimum standards for the provision of public records. KORA marked a change in state policy to favor openness of records maintained by public entities. With the advances in technology and record storage, the application of KORA has become more challenging.

Although KORA creates additional work for local government employees, public officials should appreciate that it fosters honesty in the operation of government.
