Kate has served the League since 2008, beginning her tenure at the organization as the Conference & Marketing Coordinator. In 2021, she was promoted to Director of Engagement, and while her focus still centers around
conference logistics, she is now also responsible for creating and strengthening relationships between the League, its members, affiliate groups, and business partners.
Kate's Primary responsibilities at the League include:
• Manages the League Annual Conference Logistics, including vendor/sponsor opportunities
• Manages other League events, including Local Government Day, Legislative Dinners
• Oversees the Municipal Business Alliance program
• Manages advertising in the Kansas Government Journal
• Serves as the executive secretary for KACM [Kansas Association of City/County Management]
• Coordinates with affiliate organizations with the planning and execution of conferences and events for KACM, KMA, CAAK, KAPIO, and others
• Coordinates logistics for out-of-state events for both NLC and ICMA
• Responsible for creating, strengthening, and maintaining relationships between the League, its member cities and officials, affiliate groups, and business partners
Spencer has been with the League since 2022. Previously, he owned Capitol Connection, an association management, lobbying and investigation Firm. Spencer is a native Kansan, born in Topeka. He holds a master’s degree
in business administration from Baker University and a B.S. in Journalism and B.A. in English from the University of Kansas. He also currently serves as an elected member of the Topeka City Council and is a licensed
Private Detective in Kansas. His wife Barbara is a financial planner and partner with Clayton Wealth Partners in Topeka, and they have a son, Connor.
Spencer's primary responsibilities at the League include:
• Work with the League Membership to develop Legislative Policies and Strategies.
• Monitor state and federal legislative activities, prepare reports, write testimony and advocate for the policy issues important to cities.
• Work with state and federal elected officials and agencies to ensure their policies are in-line with city priorities and goals.
• Build relationships between local elected officials and state and federal elected officials.
Nathan Eberline joined the League of Kansas Municipalities as its tenth Executive Director since 1910. He previously worked at the League from 2007 to 2011 as the Intergovernmental Relations Associate. After the League,
Nathan continued serving local officials at the county level with the Kansas Association of Counties. After five years of working with colleges and universities with the Accreditation Council for Business Schools
and Programs (ACBSP), Nathan returned to League in the spring of 2023.
“The League is unique in its ability to serve the communities of Kansas in so many diverse and important ways, and I am honored to be chosen by the Governing Body as its executive director,” said Eberline. “Years ago,
when I first worked for the League, I hoped this opportunity would someday arise, and I am excited to once again work on behalf of the League and its members to promote excellence in local government.”
Nathan’s wife, Tara, also has a close connection with cities. She has been a regular speaker at League events and represents a number of cities across Kansas. They have three children, Lydia, Grace, and Andrew, and
they have made Shawnee their home since 2007.
Nathan holds a bachelor’s degree in writing and political science from Wartburg College in Waverly, IA, and a Juris Doctor degree from the University of Iowa College of Law in Iowa City. He earned his Certified Public
Manager designation in 2010 and has served in leadership roles with the Kansas Bar Association, the Kansas Enrichment Network, and his church in western Shawnee.
Tami is currently the Legal Services Coordinator. She assists the attorneys and lobbyists with day-to-day activities as well as coordinating and scheduling two CLE Conferences for the City Attorneys Association of Kansas
annually. Tami also helps manage membership in the Kansas Mayors Association and coordinates the Youth Education Program. She has been with the League since 2012. Prior to that Tami worked for two years at Kansas
Legal Services Topeka office as a Legal Secretary. She has an AA in Legal Studies from Washburn University.
Tami's primary responsibilities at the League include:
• Organize and maintain legal files and databases
• Assist with legal research and publication preparations
• Coordinate and schedule CLE Conferences for City Attorneys Association of Kansas
• Monitor and manage membership in City Attorneys Association and Mayors Association
• Monitor and manage listservs for City Attorneys Association and Kansas Mayors Association
• Coordinates with team members on the Youth Education Program
Nicole Proulx Aiken is Deputy General Counsel for the League. Nicole worked at the League from May 2010 – February 2016. She returned to the League in January 2022 after practicing municipal law in private practice
for over five years. She holds a J.D. from the University of Kansas School of Law and a B.A. in political science from Benedictine College.
Nicole's primary responsibilities at the League include:
• Researching and answering legal questions from member cities and counties.
• Providing training for city officials, including KOMA/KORA training.
• Updating League publications, such as the Standard Traffic Ordinance for Kansas Cities and the Uniform Public Offense Code for Kansas Cities.
• Serving as the City Attorneys Association of Kansas’ executive secretary.
• Assisting cities with revising their personnel policies.
Wendi Stark grew up in DeSoto, Kansas and graduated from Kansas State University with a Bachelor of Arts degree in Political Science. After graduation Wendi accepted a legislative internship in Washington D.C. with
Congressman Dan Glickman. She has 18 years’ experience working at the local, state, and federal level ranging from Assistant to the Mayor of Moss Point, Mississippi during Hurricane Katrina to serving as the Chief
of Staff to the Majority Leader of the Alabama House of Representatives to campaign specialist/consultant for municipal, state legislative, state-wide, and federal campaigns. In addition, Wendi served as Director
and Lobbyist for the Mississippi Health Advocacy’s “Communities for a Clean Bill of Health” initiative.
Wendi returned to Kansas in 2010, working first for the Census Bureau and then for the Office of Educational Innovation and Evaluation at Kansas State University providing third-party evaluation services for grant
programs. Wendi joined the League of Kansas Municipalities in March 2019 and served as the Census Outreach Manager. In this capacity, Wendi implemented census activities to increase engagement in the 2020 Census.
Wendi has served as the Research Associate for the League of Kansas Municipalities since January 2021. She currently resides in Manhattan and recently completed a Master of Arts in English at Kansas State University.
Wendi's primary responsibilities at the League include:
• Legislative Advocacy
o Committee assignments (transportation, water, financial institutions, pensions, insurance)
o Fiscal note requests from the Division of the Budget
• Administer and Analyze Surveys (Municipal Revenue, Salary, Municipal Court, etc.)
• Assistance with Publications (Budget Tips, Tax Rate Book, etc.)
