Member Benefits

The mission of the League is to serve as the convener, advocate, and trusted voice for Kansas local governments. Cities of all sizes rely on the League as a key resource for information. Established by municipal officials in 1910, the League is a voluntary, nonpartisan organization of Kansas cities. The League operates as a governmental agency and is defined by state law as an instrumentality of its member cities. The powers and duties of the League are prescribed by state law and in bylaws adopted by the voting delegates of its member cities.

The following are the core functions and services the League provides to member cities and research subscribers.
Policy Development & Advocacy

The League is dedicated to advocating for all Kansas cities, with staff members lobbying on their behalf and providing timely legislative updates. Additionally, the League coordinates city and county lobbyists by hosting weekly meetings, offering briefings, and providing ongoing support to city representatives to ensure effective and unified advocacy efforts.

Legal Inquiries & Ordinance Services

The League annually answers thousands of legal inquiries from local officials and city attorneys on a variety of issues. These range from requests for sample ordinances, to complex questions requiring considerable research. There is no attorney-client relationship between League and our member cities.

Amicus Briefs

The League is a recognized expert in municipal law, and cities may request its participation in statewide cases. Member cities can ask the League to file an amicus brief in the Kansas Court of Appeals, Kansas Supreme Court, or federal appellate courts. Requests are reviewed by legal staff, the Advisory Committee, and the Governing Body for approval.

Kansas Government Journal

Published since 1914, the Kansas Government Journal (KGJ) is the official magazine of the League, and is the only statewide publication designed specifically for city, county, and state government officials. The KGJ boasts a monthly circulation of about 3,500, and is distributed to individuals and governments across Kansas.

The online Directory of Kansas Public Officials provides information on each city and county in Kansas, including the names of elected officials, department heads, and key employees as well as meeting date, form of government, and latest population figures.

The League News provides timely summaries of important issues and legislative activities. The League News is e-mailed weekly during the legislative session and periodically throughout the rest of the year.

Governing Body Handbook

In conjunction with the City Leaders Academy: Foundational Program formerly the Governing Body Institute the League revises and updates the Governing Body Handbook, a key tool for city officials in Kansas. Each member city receives two complimentary copies and additional copies can be ordered at the member rate.

Keeping ordinances updated is challenging. With over 80 years of codification experience, the League offers a cost-effective solution. Partnering with American Legal Publishing (ALP), known for excellent service, the League assists cities of all sizes. ALP also supports 12 other state municipal leagues.
