Every year, the League produces the Kansas Legislative Guide to help member cities navigate the state and federal government. Kansas Legislature
The Capitol is home to the Senate and House chambers, where floor sessions take place. You can watch floor sessions from the public gallery, located above the chambers. The Kansas Legislature follows a two branch system, consisting of the House of Representatives (125 members) and the Senate(40 members). Legislative sessions begin annually in January and typically last 90 days. Bills can be introduced by legislators, committees, or state agencies and must go through multiple stages, including committee review, floor debate, and votes in both chambers. If a bill passes both the House and Senate in identical form, it is sent to the governor, who can sign it into law, veto it, or allow it to become law without a signature. The Legislature can override a veto with a two-thirds majority in both chambers. The process emphasizes committee work, public hearings, and amendments, ensuring thorough review and debate before a bill becomes law.
