This manual was last revised by the League in 2013. This update is meant to preserve the still current and relevant portions of the previous manual and also incorporate the changes in the law over the past 30 or so years. Hopefully the relevance of this manual will continue well into future years along with the preservation of cities' annexation authority, one of the most important powers cities have to ensure the continued growth and viability of the city. It is important to remember that annexation is an area of the law that has been amended with some frequency, so it is imperative that you are using the latest version of the statutes.
