Under the supervision of the Phillipsburg Mayor and through the direction of the Phillipsburg Governing Body, the Director of Public Works is an exempt position under FSLA which is accountable for coordinating and directing the day-to-day activities of the Public Works Department and managing the City’s infrastructure.

Key Responsibilities

  • Supervise the Transportation Coordinator, Aquatic Center Supervisor, Water Department Supervisor and Public Works Foreman.
  • Ensure the Public Works Department is fully staffed and trained
  • Develop the budget and work plans and give overall direction to the operations of Phillipsburg Public Works including the Water Department, Wastewater Department, Transportation, Aquatics and all city-owned parks and facilities.
  • Prepare the multi-year capital outlay plan.
  • Enforce the policies and city ordinances adopted by the governing body.
  • Ensure all projects follow all federal, state and local regulations.
  • Establish and maintain effective working relationships with the governing body, subcommittees, appointed officers, other departments, outside agencies and officials, and the public.
  • Oversee the vendor management process including bid solicitation, making recommendations to governing body, hiring and oversight of vendor projects.
  • As the Chief Safety Officer, oversee all safety training

Other duties

  • Apply for federal and state grants when requested
  • Represent the city when requested
  • Perform other duties as required

Required Skills and Qualifications

  • Educational Background: Bachelor’s degree or equivalent in engineering, public administration, business administration, management or a related field is preferred.
  • Technical Skills: Strong project management, finance, and accounting skills
  • Leadership Abilities: Strong management and communication skills
