KORA marked a change in state policy to favor openness of records maintained by public entities. Although KORA creates additional work for local government employees, public officials should appreciate that it fosters honesty in the operation of government.

The League is pleased to offer this updated resource on the subject for policymakers, attorneys and administrators alike. It represents our most complete and considered advice on KORA. Updated July, 2023.

Annexation in Kansas, 2015 https://www.lkm.org/store/viewproduct.aspx?id=6207252 https://www.lkm.org/store/viewproduct.aspx?id=6207252 This manual was last revised by the League in 2013. This update is meant to preserve the still current and relevant portions of the previous manual and also incorporate the changes in the law over the past 30 or so years. Hopefully the relevance of this manual will continue well into future years along with the preservation of cities' annexation authority, one of the most important powers cities have to ensure the continued growth and viability of the city. It is important to remember that annexation is an area of the law that has been amended with some frequency, so it is imperative that you are using the latest version of the statutes.

It is the granting of power to local governing bodies to initiate legislation. This manual is devoted to the legal concept of home rule in Kansas, as granted to cities by Article 12, Section 5 of the Kansas Constitution. This manual was last updated in 1994 and is the ninth edition since 1961.

Mandatory changes in labor law posting requirements occur regularly. The law requires employers to post all current labor law posters at each of their locations in areas frequented by employees during the course of a workday. In addition, each employer must take steps to ensure that such notices are not altered, defaced, or covered by other material. Failure to comply with these laws can result in fines and employee lawsuits that could cost you even more. The League offers the "Space Saver" state and federal government labor law poster. The poster is available horizontal or vertical, measure 36x24 inches and is laminated to protect against weather and vandalism. The "Space Saver" poster includes the following: Workplace Safety, Family Medical Leave Act, Federal Equal Employment Opportunity, Civil Rights Notice with Americans with Disabilities Act Notice, Federal and State Minimum Wage Notice, Immigration and Naturalization Service Discrimination Notice, Employee Polygraph Protection Act, State Workers' Compensation Notice, State Unemployment Insurance Notice, Uniformed Services Employment and Reemployment Rights Act (USERRA).
