The City of Eudora is accepting applications for a City Planner. The position is responsible for managing complex tasks such as conducting meetings, processing development and land use applications, processing development applications, administering the City code, and overseeing the City grant programs. Responsibilities also include overseeing and updating land development regulations, assisting with long-range planning, supporting the Planning Commission, and managing projects. The role requires specialized knowledge of zoning regulations, design guidelines, and comprehensive planning practices. Additionally, the role will assist with review of planning proposals, permit reviews, and long-range planning studies.
Job Responsibilities (include, but are not limited to)
- Updating zoning and development codes while ensuring compliance with local, state, and federal laws.
- Create, maintain, and update comprehensive plans; implement policies and procedures for plan compliance; ensure that new developments adhere to the City’s long-term planning goals.
- Evaluate development submittals and review permits to ensure compliance with zoning and development regulations; confirm completeness and accuracy of submitted documents.
- Collect data, prepare reports, and assist in zoning and land use planning studies.
- Reviews for compliance with planning-related requirements, regulatory permits, and licenses, such as applications for home occupations, certificates of occupancy, sign permits, and fence permits.
- Enter permit applications and associated documents into record system; track the status of the applications and update records as permits progress through approval stages.
- Consolidate staff feedback and ensure all necessary approvals are obtained; act as a liaison between departments to resolve conflicts or discrepancies with land use applications; notify applicants of missing information, fees, or permit denials and explain the reasons.
- Oversee current-planning projects, including managing complex planning and policy analysis tasks.
- Develop and present long-range plans for land use, transportation, and urban design.
- Prepare staff reports for development projects, review zoning ordinances, and present to the Planning Commission and Board of Zoning Appeals, and City Commission.
- Attend meetings, assist with pre-application discussions, and provide information to the public and developers.
- Ensure accuracy and completeness of planning commission meeting materials; assemble packets for distribution prior to all scheduled meetings.
- Ensure online resource materials are up-to-date, promote assistance programs, and engage with developers.
- Exercise leadership practices within the position to move toward the City's mission, vision, and values.
Required Skills
- Requires a strong foundation in planning principles and practices, with a preference for specialization in areas like transportation, land use, or development.
- Expertise in research and data collection, effective writing, and the ability to apply statistical, algebraic, or geometric knowledge in practical situations.
- Proficiency in software such as Microsoft Office, GIS, and internet applications.
- Strong oral and interpersonal communication skills for explaining regulations to the public.
- Creative problem-solving abilities and the ability to create graphic designs or development strategies.
- Capable of managing multiple projects simultaneously, working independently and collaboratively, and balancing attention to detail with the ability to maintain a broader perspective on goals.
- Experience with a municipality is a plus.
Physical Requirements

Education, Experience, and Pay
Planner I: $54,303 to $62,952 annually.
Requirements: Bachelor's degree in urban planning or related field, one year of planning experience (internship acceptable), ArcGIS Pro experience, and completion of NIMS ICS100 and ICS700 training within one year.
Desired: Knowledge in planning, transportation, land use, and infill development; ability to work on multiple projects and communicate effectively.
Planner II: $59,032 to $68,434 annually.
Requirements: Bachelor’s degree in urban planning or related field, four years of planning experience, and ArcGIS Pro experience.
Preferred: Rural planning experience, a Master’s degree, AICP certification, and proficiency in software like ArcGIS, Adobe Illustrator, and Bluebeam.
Planner III: $69,956 to $88,820 annually.
Requirements: Master’s degree in urban planning or related field, six years of planning experience (or Bachelor’s degree with eight years of experience), ArcGIS Pro experience, and NIMS ICS100/ICS700 training within one year.
Desired: In-depth knowledge of planning principles, specialization in infill development, and experience with community remediation/redevelopment and Federal programs. Skills in group facilitation, problem-solving, and multitasking are also needed.
