Overview

Success in personnel management is increasingly important as cities look for opportunities to improve efficiency and customer service. Citizens view each employee as an extension of the city, and effective personnel management helps foster an environment of employee satisfaction and service. The League’s personnel services are often free or a fraction of what full-time consulting firms charge. More importantly, the League’s services will always concentrate on effective local government. Our services are outlined in this document to introduce the League’s tools that can help maintain and improve your city’s success.

LEAPS

The League Executive/Administrative Position Search (LEAPS) assists cities in filling vacant executive positions and creating new ones. LKM offers a multi-faceted executive search that provides:

  • Interview Guidance

Model Personnel Policies

Comprehensive personnel policies and guidelines are not only necessary for setting expectations and encouraging employee productivity, but they also help protect organizations from potential lawsuits. The League publishes a model handbook, which is available by contacting Anna DeBusk at adebusk@lkm.org or (785) 354-9565.

The League also offers a fee-based service to work with your community to craft an individualized personnel policy that specifically meets the needs of your city.

Employment Descriptions

The League maintains a model-job- descriptions database that is available to all member cities. Much like personnel policies, job descriptions help assess your organization while establishing clear expectations between you and the employer. The League also offers individualized descriptions as part of a fee-based service.

Compensation Analysis

Fair and competitive compensation attracts and retains top talent, while helping you assess your organization’s financial commitments. The analysis compares employee compensation in your organization with employees in similarly situated local governments.

Salary Survey

The League’s salary survey is a tool that may be used to determine a variety of statistical data including median and average compensation paid to city employees. The survey includes wages, personnel practices, employee benefits, and general administrative information.

Employee Evaluation and Testing

This service is a partnership with the University of Kansas Public Management Center. The League will collect information regarding your city’s needs, and place you in contact with the KU Public Management Center. Their staff will work with your community to assess employees based on Meyers Briggs and Emotional Intelligence testing—valuable tools to improve your working relationships

The League also partners with the University of Kansas to provide a Municipal Leadership Academy (MLA) training on leadership principles that will be available in 2011. For more information on the League’s MLA Program, visit www.lkm.org/training/.
